National Systems Integration & Field Delivery

Secure Technology. Local Execution. National Readiness.

Dexta Holdings Limited helps institutions deploy and sustain secure, identity-enabled and mission-critical technology across Kenya.

As a Kenyan systems integrator, we provide the local expertise, personnel, programme controls and field-support structure required to turn complex technology into a secure, reliable and locally operated service.

From requirements and system preparation to nationwide deployment, training, logistics, technical support and long-term maintenance, Dexta provides one accountable Kenyan delivery partner throughout the technology lifecycle.

Local Expertise for Complex Technology Programmes

Successful technology deployment requires more than hardware and software. It requires a delivery partner who understands the local operating environment, regulatory requirements, infrastructure constraints, stakeholder expectations and practical realities of nationwide implementation.

Dexta coordinates the people, processes, technology, logistics and support services required to deliver complex programmes securely and consistently.

Our local systems-integration role includes:

  • Local requirements analysis and implementation planning
  • Programme and project management
  • Hardware, software, network and interface integration
  • System configuration, testing and acceptance support
  • Secure equipment receipt, staging and commissioning
  • Nationwide field deployment
  • Workforce recruitment, vetting and mobilisation
  • Training-of-trainers and end-user instruction
  • Cybersecurity, privacy and data-governance controls
  • Service-desk and field-support operations
  • Asset management, repairs and reverse logistics
  • Long-term maintenance and operational readiness

Technology providers retain responsibility for their products and specialist engineering. Dexta provides the disciplined Kenyan delivery environment around those technologies.

Our Core Capabilities

Secure Systems Integration

We translate approved technical designs into controlled operating services. Our teams coordinate devices, applications, databases, infrastructure, connectivity, interfaces, access controls, testing, documentation and operational handover.

Identity and Biometric Technology

Dexta supports the deployment and operation of manufacturer-supplied identity technologies, including:

  • Biometric enrolment and identity verification
  • Secure credential and card-issuance workflows
  • Handheld, tablet and rugged field devices
  • Identity and document verification
  • Online and offline field operations
  • Secure device preparation and peripheral testing
  • Operator training and field support
  • Maintenance, replacement and specialist escalation

Mission-Critical Security Solutions

Our security and technology capability encompasses secure asset management, protected storage, access control, situational awareness, protected communications, operational equipment and emerging-threat response.

Sensitive product, customer and deployment information is disclosed only through authorised due diligence.

Technology Infrastructure

Dexta supports the infrastructure required for secure operations, including servers, networks, endpoints, connectivity, power resilience, backup, recovery, monitoring and low-connectivity operating procedures.

Nationwide Delivery Capability

Dexta maintains a current multidisciplinary core roster of 100 Kenyan citizens spanning programme management, systems integration, cybersecurity, privacy, hardware engineering, training, logistics, service support, safety and compliance.

For national programmes, our post-award mobilisation model can activate:

  • One accountable coordinator in each of Kenya’s 47 counties
  • Seven regional operating hubs supported by national coordination in Nairobi
  • Up to 1,000 additional personnel beyond the core team and county coordinators
  • County-level training, logistics and technical-support teams
  • Secure warehousing, staging and repair facilities
  • Mobile deployment and field-support resources

The model targets completion of defined mobilisation activities and agreed readiness gates within 90 days of notice to proceed, subject to final scope, programme inputs and contractual dependencies.

All county positions, regional facilities and surge resources are activated and scaled according to the requirements of the awarded programme.

Training and Knowledge Transfer

Dexta’s training model transforms specialist product knowledge into sustainable local capability.

Our current 15-person training and change function covers master training, curriculum development, assessments, learning records, training quality, logistics and field coaching.

For national programmes, the post-award model can activate four field trainers in every county, creating an initial network of 188 county trainers under central quality control.

Once fully activated, the parallel-training model is designed for a peak throughput of up to approximately 2,350 participants per day. This is a modelled capacity dependent on the approved curriculum, venues, training equipment, class size, trainer certification, connectivity and learner availability.

Training can be delivered in English and Kiswahili, with local-language support where required.

Secure Logistics and Asset Accountability

Every controlled asset is managed through a documented lifecycle covering:

  1. Receipt and inspection
  2. Serial-number or asset registration
  3. Configuration and testing
  4. Secure storage
  5. Packing and authorised release
  6. Transport and documented handover
  7. Field deployment and support
  8. Fault replacement and repair
  9. Return and reconciliation
  10. Approved reuse, storage or disposal

Controls can include barcode or RFID tracking, GPS-monitored transportation, tamper-evident seals, proof of delivery, restricted warehouse access, controlled spare pools and complete chain-of-custody records.

Service Desk and Critical-Operations Support

Dexta provides structured incident intake, remote diagnosis, technical escalation, field intervention and performance reporting.

Our support model connects users, county teams, regional operations, national specialists and authorised product-engineering resources through defined support tiers.

During agreed critical operating periods, Dexta can activate continuous command-centre and service-desk coverage through controlled shifts. This provides national visibility across operational readiness, incidents, equipment, spares, logistics, workforce availability and unresolved risks.

Secure internal communication channels support programme coordination while protecting sensitive identity, biometric, credential and cryptographic information.

Cybersecurity, Privacy and Data Governance

Security and privacy are incorporated throughout the delivery lifecycle.

Dexta’s operating controls include:

  • Role-based access and least privilege
  • Multifactor authentication
  • Managed and encrypted endpoints
  • Secure configuration and change control
  • Encryption in transit and at rest
  • Centralised logging and monitoring
  • Incident identification and escalation
  • Data minimisation and retention controls
  • Controlled data return or deletion
  • Personnel confidentiality and security awareness
  • Business continuity and recovery planning

Dexta holds registrations with Kenya’s Office of the Data Protection Commissioner as both a Data Controller and a Data Processor.

Privacy oversight is provided through Dexta’s designated Data Protection Officer. Registration evidence and supporting privacy documentation are available separately to authorised reviewers.

Election-Technology Readiness

Election readiness is one specialist application of Dexta’s wider identity and mission-critical delivery capability.

Our operating model is designed to support:

  • Preparation of registration and verification technology
  • Secure device configuration and testing
  • Training of permanent and temporary authorised users
  • Nationwide equipment and consumables distribution
  • Serialised asset chain of custody
  • County-level technical support
  • Offline and low-connectivity operations
  • Critical-day incident coordination
  • Rapid replacement of faulty equipment
  • Post-event retrieval and reconciliation
  • Continuing readiness for subsequent electoral events

This capability is delivered within the same programme-governance, cybersecurity, privacy, training, logistics and quality framework applied to other high-consequence national technology programmes.

No prior election client, award or product relationship is implied by this capability statement.

Dexta is prepared to provide up to three years of post-deployment support under an agreed scope, service levels and commercial framework.

Support can include:

  • Preventive and corrective maintenance
  • Fault diagnosis and equipment repair
  • Spare-parts and replacement coordination
